Fishery products that can enter the international market are those with high competitiveness. One of them is determined by the quality factor/product quality, which can be obtained from the guarantee of the application of good fish processing methods and standard operating procedures for sanitation. Management Feasibility Certificate (SKP) is a certificate, given to business actors who have met the quality and safety requirements of fishery products in accordance with the required standards. SKP is the basis for obtaining HACCP certification which is an absolute requirement to be able to export (HACCP certification will be discussed in Part 2).
The procedure for obtaining SKP is by submitting an application by attaching the following requirements:

2. HACCP certificate in charge of quality
3. Quality guidelines for the implementation of Good Fish Processing Practices and compliance with the requirements of Standard Sanitation Operating Procedures include:

4. Applications addressed to the Director-General are submitted through the page https://skp-pdspkp.kkp.go.id
5. The inspection of the completeness of the required documents is carried out by the BPMHP Team (Fisheries Product Quality Testing Center).
6. Field verification and evaluation. SKP certificates are issued based on the rating ratings as follows:
- SKP A if it has a very good score, and surveillance is carried out 1 (one) time in 2 (two) years
- SKP B if it has a good score, and surveillance is carried out 1 (one) time in 1 (one) year
- SKP C if it has sufficient value, and surveillance is carried out 1 (one) time in 6 (six) months
The SKP certificate is valid for 2 (two) years from the date of issuance.
5. Assessment criteria
- Rating A has criteria, namely no critical deviations (critical = 0), no serious deviations (serious = 0), major deviations of at most 5 (major = 0 – 5), and minor deviations of at most 6 (minor = 0 – 6 ).
- UPI’s assessment with a B rating has criteria, namely no critical deviations (critical = 0), serious deviations of at most 2 (serious = 0 – 2), major deviations of at most 10 (major = 0 – 10), minor deviations of at least 7 ( minor 7), and the number of combinations of serious and major deviations is at most 10.
- UPI’s assessment with a rating of C has the criteria that there are no critical deviations (critical = 0), serious deviations of at most 4 (serious = 0 – 4), major deviations of at least 11 (major 11), and minor deviations more than the number of deviations major. This is in accordance with Number 17/Permen-KP/2019 concerning Requirements and Procedures for Issuing a Processing Feasibility Certificate.
